Chief Executive Officer, Integrity Training and Education Centre for Health (ITECH)
Dr. Norbert Forster is the Chief Executive Officer of the Integrity Training and Education Centre for Health (ITECH). A Namibian-born physician, he holds postgraduate qualifications in health economics and financing, health policy and planning, public health, tropical medicine, and healthcare management. He brings extensive experience in strategic leadership and health systems development in Namibia, having held positions of increasing responsibility within the Ministry of Health and Social Services (MoHSS), most recently as Deputy Permanent Secretary (2008–2016), where he oversaw all national health and social welfare programmes and donor-supported health development projects.
Dr. Forster has served on numerous national and international health governance bodies, including the Medical and Dental Council of Namibia, the Executive Board of the University of Namibia School of Medicine, the National AIDS Executive Committee, the WHO African Regional Programme Subcommittee, and the WHO Executive Board in Geneva. He currently holds an appointment as Clinical Associate Professor in the Department of Global Health at the University of Washington.

Dr. Gabrielle O’Malley is a Professor and Vice Chair in the Department of Global Health at the University of Washington and Director of Implementation Science at the International Training and Education Center for Health (I-TECH). With more than two decades of experience in global health research and program evaluation, she has led major PEPFAR-funded initiatives in Namibia and Malawi. Her work spans HIV prevention and treatment, PrEP scale-up, pediatric HIV disclosure, human resources for health, and implementation science across sub-Saharan Africa and beyond.
Dr. O’Malley holds a PhD in Cultural Anthropology from the University of Washington and an MA from the Johns Hopkins School of Advanced International Studies. She has authored over 100 peer-reviewed publications and has developed curricula, tools, and guidelines adopted nationally by the Ministries of Health in Namibia, Malawi, and other countries.

Mark Shepard, DrPH

Dr. Mark Shepard is a board member at ITECH, bringing more than 30 years of experience in surveillance, field epidemiology, and public health preparedness and response. He previously served for over 10 years as Director of Strategic Information at I-TECH Namibia. His work spans the United States—including hurricane disaster recovery, food and vaccine-preventable disease outbreak response, and immigrant community health assessments—as well as Burundi, where he supported meningococcal and waterborne disease outbreak investigations and co-designed and published the country’s first epidemiologic bulletin.
In Namibia, Dr. Shepard has focused on strengthening HIV-related public health programme monitoring and evaluation through staff training and mentorship, oversight of an I-TECH internship programme for early-career M&E, health informatics, and biostatistics professionals, and the promotion of electronic medical record development and IT network expansion in partnership with MoHSS and the CDC.

Alison Ensminger is a global health professional with over 15 years of experience managing large-scale public health programs in Namibia and across sub-Saharan Africa. As Senior Program Manager for the I-TECH Namibia Program at the University of Washington’s Department of Global Health, she has served as a key member of the senior leadership team overseeing a PEPFAR-funded portfolio focused on HIV, TB, and cervical cancer prevention, care, and treatment.
Alison holds a Master of Philosophy in Development Studies from the University of Oxford, with specializations in Global Health and Development and International Human Rights Law, and undergraduate degrees from the University of Washington. She is a co-author on numerous peer-reviewed publications spanning HIV prevention, PrEP delivery, cervical cancer screening, and violence against children in Namibia.

Dr. Farai Kevin Munyayi is the Director of Analytics and Emergency Response at ITECH, with over 20 years of experience in implementing public health programmes. His areas of specialization include diagnostics and laboratory systems, HIV testing services, and HIV/TB surveillance and public health response. He holds a Bachelor of Science in Medical Laboratory Sciences from the University of Zimbabwe and a PhD in Public Health from the University of the Western Cape, where his doctoral research focused on interventions to improve treatment outcomes for adolescents living with HIV with unsuppressed viral loads.
Dr. Munyayi has served on several national Technical Working Groups and taskforces supporting the Namibia Ministry of Health and Social Services (MoHSS), contributing to the development of national policies, guidelines, training curricula, and technical assistance in HIV and TB service delivery. Dr. Mohamed Said is a medical professional with over 18 years of clinical experience in HIV management, including antiretroviral therapy, prevention of mother-to-child transmission, and TB/HIV co-infection, gained through work in Namibia and Tanzania. He previously served as Deputy Director of Clinical Treatment Services at I-TECH Namibia and currently provides occasional clinical support to the programme. His expertise encompasses pediatric and adolescent HIV services, TB/HIV integration, and operational research.
Dr. Said has provided technical assistance to Namibia’s Ministry of Health and Social Services, with a focus on capacity building and improving HIV care cascade targets, TPT initiation and completion, pediatric peer support groups, and model clinic development. He has contributed to integrating mental health into HIV and TB care and implementing differentiated service delivery models, including community adherence groups and multi-month dispensing. An active member of Namibia’s TB, ART, pediatric ART, and ART/TB supply chain Technical Working Groups, he has also supported cross-border health initiatives in the Kavango, Ohangwena, Omusati, and Zambezi regions. In recognition of his contributions to Namibia’s HIV and quality improvement efforts, he received a Ministry of Health and Social Services and PEPFAR recognition award in June 2025.

Bramwell Kamudyariwa is the Director of Finance and Operations at Integrity Training and Education Centre for Health, where he oversees financial management, compliance, human resources, and operational functions across multiple regional offices. He is an accomplished finance and operations leader with over 35 years of experience in the non-profit and private sectors across southern and eastern Africa, including Namibia, Zimbabwe, and Tanzania.
Bramwell has extensive expertise in donor-funded programme compliance, budget oversight, audit coordination, and grants management, with a strong track record of strengthening financial systems and mentoring multidisciplinary teams. He has held senior leadership roles with regional and international organizations, including Zimbabwe Newspapers (1980) Limited, the Media Institute of Southern Africa (MISA), and Save the Children UK, where he managed multi-country finance and administration portfolios. He currently serves as Treasurer of the AIDS and Rights Alliance of Southern Africa (ARASA) Board of Trustees. Bramwell holds a Master of Business Administration from Nottingham Trent University (UK) and professional qualifications in accounting and corporate governance.

Pandulo Shuuya is the Senior Operations Manager at Integrity Training and Education Centre for Health, with over 20 years of experience in operations management, administration, procurement, logistics, budgeting, supply chain management, and inventory control. She has a strong track record supporting donor-funded health programs in Namibia.
Pandulo began her career at the Namibia Blood Transfusion Service in 1995, where she served in various roles before joining I-TECH Namibia in 2007. She holds a National Diploma in Commerce from the Polytechnic of Namibia, a New Managers Development Programme Certificate from the University of Stellenbosch, and Leadership and Management in Health training through the University of Washington. She also holds a Master of Business Administration from Regent Business School, strengthening her expertise in strategic leadership and programme management.

A seasoned finance professional with over 25 years of experience in accounting and financial management, including more than a decade in supervisory roles, she holds a Certificate in Practical Bookkeeping and Accounting from ICB South Africa, a Higher Certificate in Accounting, and a Diploma in Business Management from Damelin.
Candida has extensive expertise in financial planning, financial accounting, grants management, budgeting, and internal controls, and plays a key role in supporting programme teams to ensure sound financial management. She is skilled in implementing systems that promote financial discipline and improve organizational efficiency, and works collaboratively with staff, suppliers, and stakeholders to advance organizational goals.

She holds an MSc in Biomedical Science (Physiology) from the University of Hawaii at Manoa, a BSc in Biology and Chemistry from Pacific Lutheran University, and a Postgraduate Higher Education Diploma in Science Education from the University of South Africa.
Eva-Liisa has extensive expertise in strategic planning, data systems development, quality assurance, analysis, and reporting on programme outputs, outcomes, and quality. She is experienced in leading and managing monitoring and evaluation teams and is committed to building capacity, mentoring staff, and developing impactful training materials to support evidence-based decision-making in public health programmes.

Tannia Toivo is an HR professional with over 18 years of progressive experience in human resources management. She currently serves as Manager of Human Capital at the Livestock and Livestock Products Board of Namibia and previously held the role of Senior HR Manager at I-TECH Namibia.
Tannia brings extensive expertise in recruitment, payroll, performance management, industrial relations, and HR policy development, alongside strong knowledge of Namibian labour legislation and affirmative action reporting.
